Definitely a spam call.

I have not picked up the calls, but I have been getting at least two calls a day from similar numbers as well as other mobile numbers. Sample of other numbers are 021 966 3612, 09 888 7757, 09 888 7754,09 870 4172, 09 870 4171, 09 871 4154, 09 870 1169, 09 870 4152, 09 870 4165, 09 870 4150, 09 870 4174 and so on.
